Parent & Player Information
All kids, both boys and girls, regardless of race, religion or national origin, who sign-up and attend practices are entitled to play a minimum of 12 full plays in all regular season and playoff games.
Included in the sign-up fee, the YFL loans/gives each player:

The policy of the YFL is to use the best equipment we can find. It costs well over $300.00 to outfit the smallest players and even more for the big guys. Football equipment is by far our greatest expense. The equipment issued to each player must be returned and checked in at the end of the season or as soon as a player quits. All equipment must be returned directly to the YFL Equipment Manager. Do not return equipment to coaches. Failure to properly return and check in equipment will result in the YFL seeking payment for the replacement cost of missing equipment.
Damaged or poorly fitting gear must be reported to coaches immediately. If the player is still not satisfied with the repair or fit, he/she may bring the gear to the YFL Equipment Manager for evaluation.
In addition to the equipment issued by the YFL, players will need:
· game pants · practice pants · cleats and socks · supplementary protective pads of their choice
Coaches should be consulted before purchasing extra pads.
Player safety is our #1 priority. In football, players can expect bumps and bruises; however, studies have shown that supervised tackle football, played at this level with age and weight divisions, is significantly safer than other sports. In addition to our equipment, the YFL protects players in several other ways.
· Exponent divisions have been created to ensure that players on the field together are approximately equal in age and size. Within a division, the older the player, the less is the allowed maximum weight and height. · Our coaches undergo mandatory screening and background checks. They are chosen for their abilities as teachers and role models as well as their knowledge of football. All coaches must attend educational clinics each year. The clinics cover sports philosophy and psychology, safety, injury prevention and treatment, organization and rules in addition to football topics. · All players must undergo 10 hours of conditioning before any contact. This is a minimum time. Football is a demanding sport! Encourage players to begin conditioning as soon as possible. · All game officials are CIF officials, the same as the high school games. The officials are backed by the CIF Rule Book and the TVYFC Bylaws.
If you have a safety concern, we request that you contact the President immediately. If the concern is at a game, you may speak directly to a Field Commissioner.
The Santa Barbara Youth Football League requires that a medical doctor and a parent or guardian both agree that each player is fit to play tackle football. The medical doctor may be a family physician or a health care provider. Doctors in the community have volunteered to perform these medical screenings for players. The YFL provides a medical screening form to be filled out by parents to assist doctors with the screening. A health screening is not a full physical examination and is not meant to replace a physical exam. Medical conditions may exist which would only be discovered by a full physical exam. If parents have concerns about a player's health, they should bring these concerns to the attention of their physician or health care provider.
An injured player who cannot move under his/her own power should not be moved by anyone except trained medical personnel. If an injured player needs time to recover before walking off the field, he/she will be given the time. A player who leaves a practice or a game with a serious injury may not return to practice or play without a written release from a medical doctor.
If a player or any other YFL personnel is injured at or on the way to a YFL function, practice or game, they need to fill out an insurance information form as soon as possible. Coaches have these forms and will assist in filling them out. Coaches are responsible for turning in completed forms to the President.
The YFL’s insurance is supplementary insurance. If the player is covered by any other insurance, the primary insurance will operate first. There is a $100 deductible on all claims. The player or family must pay that deductible amount.
Picture, Proof of Identification and Age, League Certification The Santa Barbara Youth Football League belongs to the Tri-Valley Youth Football Conference. The TVYFC requires that each player provide at sign-up a photograph in which the players head is at least 1" high. That photo is to be kept with the player’s contract.
The TVYFC also requires that each new player present an original legal document at sign-up as proof of identification and age. That document may be a passport, military identification card or birth certificate. The birth certificate must be a Certificate of Live Birth or a certified copy from the Recorder's Office. A decorative certificate from a hospital is not acceptable. Each chapter is required to copy the original identification document and include that copy with the player contract for inspection by the Conference Certifying Official at official certification before the start of each season and before the start of play-offs. Players who have a birth certificate on file with YFL do not need to present one at the start of the current season.
To assist in team placement, the Santa Barbara YFL requires that each parent or guardian provide proof of each player’s address in the form of two utility bills for each player registered.
Certification is the process by which an athlete's division is identified according to exponent totals. The exponents shall be date of birth, weight, height and grade.
Date of Birth: A birth certificate from the county of birth will determine the athlete's date of birth. If this birth certificate is not available, any federal, military or state certificate will be acceptable. Weight: Weight will be determined by using a calibrated scale measured in pounds. Height: Height will be determined by using a stationary Y axis measured in inches. All experience shall be based on the honor system. In cases of discrepancies, past chapter enrollments shall be referenced. Grade: Confirmed by Report Card or Student ID.
Exponents: The numerical value assigned to an exponent range. The exponents ranges will be based on the Table 1 below. A player's exponent number will be the Date of Birth factor PLUS the Weight factor PLUS the Height factor PLUS the Grade factor. The TOTAL of which will generate the placement of each player.
Certification Conditions: Bantam: An athlete cannot become 11 years old during the playing season. The athlete must weigh at least 45 pounds. Junior I: An athlete cannot be 8 or 13 years old during the playing season. An 8 year old athlete with an exponent factor in the Junior I Division shall become a restricted Bantam Division athlete. Junior II: An athlete cannot be 9 or 14 years old during the playing season. A 9 year old athlete with an exponent factor in the Junior II Division shall become a restricted Junior I Division athlete. Senior: An athlete cannot be 10 or 15 years old during the playing season. A 10 year old athlete with an exponent factor in the Senior Division shall become a restricted Junior II Division athlete. A Player weighing over two hundred (200) pounds shall be limited to "X" player rules.
Because of the division weight limits, players sometimes try to lose weight so they can avoid moving up to a higher division. Sometimes players have this extra weight to lose and they can do so in a safe manner. More often, however, these attempts at weight loss are not advised and are not healthy for growing bodies. And most often the attempt at weight loss is not successful. Sudden and drastic weight loss can be dangerous and should not be attempted by YFL players. We urge players to consider losing weight only to improve health, and to have that weight loss supervised by a physician.
Stick to the basics:
Sign-up fees are not enough to pay our costs for equipment, insurance, officials, practice fields and playing fields. We request that every player participate in raffle ticket sales to help cover the costs. With the players’ help, this raffle gives people in the community the opportunity to support our program. People want to support kids doing things that are good for them. It also gives them a chance at winning some great prizes! Most people are eager to participate. This year the raffle grand prize is 2 Super Bowl Tickets!

Required tickets must be sold and stubs and money turned in to receive equipment. All fundraising money must be turned in to a Fund Raising Committee member and a receipt obtained. DO NOT turn money in to your Team Manager, Coaches or other Board members. No equipment will be issued without a receipt from the Fund Raising Committee. Equipment issue begins on Friday of the first week of practice.
Extra Ticket Sales Extra tickets may be signed out in blocks of 25. Money collected and stubs for tickets previously signed out must be turned in before new tickets are issued. Players must return all money and any unsold tickets BEFORE Certification. Be sure to take care of any ticket issues during posted office hours PRIOR to Certification Day. Players are responsible for all tickets signed out. Players who do not turn in stubs, money or unsold tickets may be dropped from the team rosters.
Extra tickets may be sold for prizes. Check with the Registration Director or Fund Raising Coordinator for information on available prizes and the ticket sales required for each. Prizes will be awarded as soon as selected and available. Some prizes that are currently available include: YFL sports bottles, YFL t-shirts, duffle bags, windbreakers and letterman jackets. Other prizes may become available. Check with the Registration Director or Fund Raising Coordinator.
In addition to the above prizes, there are money prizes for the top seller, second place seller and third place seller for the Bantam and Junior I divisions combined and for the Junior II and Senior divisions combined. Tips on Ticket Selling Parents are not expected to purchase a player’s tickets. Doing so prevents the community from participating in funding the program and robs the players of valuable experience dealing with adults to get what they want in a responsible manner. Ticket sales are not easy for every player. The following tips may help:
In the past, many players have sold all their tickets in less than two hours of sales. Do not procrastinate, sell them now!
Our goal is to have all interested kids play regardless of financial status. Typically, over 25% of our players receive some form of financial aid. The Santa Barbara YFL currently has two types of scholarships available. Please speak with a Registration Director to see if you qualify.
The YFL believes that school comes first. All players must be in school and getting passing grades. Ideally, students would find time to play football and do their assignments. If this were not possible, we would rather have a player be successful in school than on the field. If a player is not maintaining a C average, he or she may be temporarily or permanently suspended by the YFL.
Players are assigned to teams based on geography. Immediately after the last regular sign-up date, all players' names within a division are pinned to an area map at the spot where they live. 1st come, 1st served. If the teams are unbalanced, they are assigned to the team with the least number of players. Reported attempts to circumvent this process will be investigated and players and parents found to have deliberately falsified information will be asked to turn in their equipment and quit.
There are 2 exceptions to the team assignment policy:
Practices begin on the first Monday in August. Practice times are decided by the Head Coach. Most teams practice late in the afternoon to accommodate coaches’ work schedules. For the first several weeks, most coaches hold practice every day. Practice sessions are limited to two hours maximum in length. After Jamboree, teams in the Bantam and Junior 1 Divisions are limited to 3 practice sessions per week. For the Junior 2 and Senior Divisions, the limit is 4 practice sessions per week. Practice locations are assigned to be as central as possible for the players on the team. When the time changes in October, changes in the team practice schedule may be necessary.
Games start on the first Saturday after Jamboree. All games are on Saturdays. Each team plays 8 or 9 regular season games, depending on the number of teams in the division. Up to half of a team’s games will be “away” games. An away game could be played at any of the 5 other Chapters that participate in our league, or it could be played against another Santa Barbara team right here in town. There is a possibility of playing up to 3 post-season games, the last game being the Super Bowl. There will be no post-season games on the Saturday following Thanksgiving Day.
YFL Coaches are the people selected to deliver the YFL program. Football coaching at any level is a demanding and complex job. Coaching young players can be even more challenging, but yet more rewarding. Before the season starts, our coaches have already put in many hours of study and planning. All coaches are required to attend approved clinics each year. The clinics include vital information on philosophy and psychology, communication with children, safety, injury treatment and prevention, organization and rules, in addition to football information. In a typical year, an assistant coach will invest over 200 hours of his time on your child’s behalf. A head coach will invest over 400 hours. All our coaches are volunteers. Their compensation is your appreciation and cooperation. Please give it freely, and please, pitch in to accomplish the many other volunteer jobs needed to run each team and the Chapter.
Head Coaches Authority and Duties The Head Coach is the final authority on each team. He alone has the final say about player’s positions, about strategy, discipline, and team organization. He is responsible and answerable for player and parent conduct at all YFL functions. He also has an obligation to assure that each player plays at least 12 plays in each game, and that player are treated as safely, and fairly as possible. He has an obligation to safeguard the self-esteem of his players by making constructive criticism out of hearing of fans, by not cursing at or by belittling players, and by stopping any hazing between players. He may not use extreme physical conditioning as punishment. Coaches adhere to a complete set of Rules and Regulations. A copy may be obtained through the Athletic Director. Conflicts between coaches and players are best solved at the team level. If a solution is not possible there, parents and players may bring a grievance to the Board of Directors through the Parent/Player Representative.
Parent/Fan Education and Conduct SBYFL players, coaches and board members have long had a standard of conduct, which they agree to at the start of each season. Since 2001, the SBYFL has encouraged each parent to attend an education session on parent and fan behavior and to agree to and sign a code of conduct. A basic principle of the code of conduct is courtesy to officials, coaches, League and Chapter representatives, and other parents and fans. Another basic principle is respect for and compliance with the rules. Parents and fans who use insulting, derogatory, or overly hostile language toward players, officials or coaches are in violation of the spirit of clean competition, which we require of the coaches and try to instill in players. Alcohol, tobacco or illegal drugs brought to practices or games and consumed on school premises is a violation of our agreement with the school districts on whom we rely for practice and playing space. These substances are not part of the healthy habits that we want to ingrain in our players.
Parents or fans who do not observe the code of conduct at any YFL function in Santa Barbara or elsewhere will be asked to change behavior immediately. Failure to comply will result in the parent or fan being ejected from the event. A parent or fan who is ejected a second time from any YFL event will be banned from all YFL games, practices and other events for the remainder of the current season. A parent or fan who has been banned from YFL events one season will be banned from all events with the first ejection the following season.
Sign-up fees include game jersey, insurance, supervised games and practices, use of equipment, practice and playing fields, and a basic picture package. Payments for all YFL charges should be made directly to a YFL representative, not to coaches or team managers. Please obtain a receipt for all payments. The receipts give us a backup record of your payment and may be useful to solve a future discrepancy. If you do not understand or agree with a charge, ask to have it explained. If you are not satisfied with the explanation, or have another question about YFL finances, you may contact the Treasurer directly.
Refunds will be considered when accompanied by a written request on the following basis: · A full refund will be granted to each participant who quits before the 1st scheduled certification day. · A refund of 50% of the total fee amount paid will be granted to each participant who quits after the 1st scheduled certification day and before Jamboree. · No refunds will be given after the Jamboree.
No refunds will be considered unless all other obligations with the YFL have been met, such as raffle ticket turn-in and/or equipment turn-in. The Board will consider special circumstances. All Board decisions are final. Click here to download the Quit Refund Request form.
The Santa Barbara YFL is an all-volunteer, non-profit organization. Members of the community freely donate their precious time because they believe in the program. Many more volunteers are needed. Teams need assistant coaches, team managers, auditors and chain gang. The Board of Directors needs volunteers to assist with Registration, Parent/Player Meeting, Jamboree and help with the set up and clean up fields on game days. The Board also needs skilled and available people to fill vacant board positions.
The YFL requires a $50 refundable volunteer deposit per child to ensure their volunteer commitment & return of equipment. We will have sign up lists for various volunteer opportunities. However, it is each person's responsibility to meet his or her commitment and obtain a receipt. Upon fulfillment, the refund will be dispersed according to the instructions marked on the Volunteer Commitment form. If someone commits to a volunteer job and fails to appear at the appointed time or to provide a substitute to work in their stead, their deposit will be forfeited. Those who have not yet served their volunteer hours by the end of the season will also forfeit their deposit. Please remember that volunteering is not just about earning your volunteer deposit back, it is about supporting your child and helping to make the program possible.
